    · MCCAIN TO RENEW EFFORT FOR GUN SHOW BILL . . .
U.S. Sen. John McCain (R-AZ) has announced his intentions to force a Senate vote early next year on legislation that would require criminal background checks on all firearms sold at gun shows. The effort is driven by allegations by gun control advocates claiming that foreign terrorists can easily obtain firearms from private sellers who are not required under federal law to conduct the checks. According to a press report in USA TODAY (Nov. 27), McCain, with the backing of Senators Mike DeWine (R-OH), Joe Lieberman (D-CT), and Charles Schumer (D-NY), will likely attach a gun show bill as an amendment to another piece of legislation, “probably a homeland security measure,” when the Senate convenes in January.

    · NSSF PREVIEWS FIREARMS VIDEO AT SCHOOL SAFETY SEMINAR . . .
Participants at a recent School Safety Training Conference at the University of New Haven were favorably impressed by the “sneak preview” of a new NSSF education program designed for students who may find themselves in unsupervised encounters with firearms. “It’s Your Call: Playing it Safe Around Guns” depicts two scenarios where adolescents must decide how to react when surprised by a fellow student irresponsibly handling a gun. The video depicts kids who respond quickly and responsibly, and the potential serious outcome for those who don’t. Seminar participants were predictably surprised to find the shooting industry participating in the program, but after viewing the video were eager to make use of it in their own locales. The two-day seminar, sponsored by the University’s Henry C. Lee Institute of Forensic Science, was attended by educators, school administrators, and law enforcement officials from the U.S. and several other nations. The new NSSF video, which has been reviewed by child psychologists and educators, will shortly be available at a minimal cost to schools and at other settings where firearms safety will be discussed. Bullet Points recipients will be advised when the video is available.

    · DOLE TAKES MORE PRO GUN STANCE . . .
Elizabeth Dole, seeking the Republican Party nomination to succeed North Carolina’s retiring Senator Jesse Helms, is changing her position on gun control. As a Republican presidential candidate in 2000, Dole supported banning certain semiautomatic firearms, and criticized state laws allowing citizens to carry concealed firearms. Now, the former head of the American Red Cross and wife of former U.S. Senator and presidential candidate Bob Dole, says new restrictions are not needed “on those who already observe the thousands of gun laws on the books.” In a recent letter to the North Carolina Rifle and Pistol Association, Dole explained that the ban on “assault weapons” apparently has had “little effect on crime prevention” and wants to review its effectiveness. She also now believes that North Carolina’s right-to-carry law is working and is a “common sense proposal.” She believes that what is effective “is the Instant Check System. We should stick with what works,” Dole says.

    · REMINGTON HOSTS PROJECT HOMESAFEsm IN NORTH CAROLINA . . .
Al Russo of Remington hosted the Project HomeSafe safety tour on Monday, November 26th at headquarters in Madison, NC. President Tommy Millner commented, "This program has seen tremendous growth and we are proud to support such an effort in our state and nationally.” Project HomeSafe kits were available to all Remington staff. Police chiefs and sheriffs from 15 surrounding cities and counties came to Remington headquarters in support of the "safety tour" as well as local print and broadcast media. An active supporter of Project HomeSafe, Remington has actively recruited 100% of all NC counties to participate. Lt. Governor Beverly Purdue will announce the statewide launch of the program February 22, 2002 in Raleigh, NC followed by a 3-week Project Home Safe "safety tour" to North Carolina cities and counties.

    · SHOT SHOW ATTENDEES URGED TO RESERVE ROOMS . . .
As mentioned in a previous edition of Bullet Points, SHOT SHOW attendees are urged to book their rooms as early as possible. Rooms may be in short supply in Las Vegas due to the rescheduling of the 2002 Super Bowl to February 3rd. Las Vegas is a popular place during major sporting events. To register and make your hotel arrangements, visit the Web site at www.shotshow.org.

    · SIGARMS NAMES NEW CEO AND CFO . . .
SIGARMS has announced that Thomas R. Richards, a 30-year veteran of the U.S. Navy and retired Rear Admiral, has joined the company as the new president and CEO. He takes over for Herb Rudolf who will remain on in his position as Chairman of the Board of Directors of SIGARMS. Richards, a former Navy SEAL, served tours of duty ranging from Assistant SEAL Platoon Commander to Commander Naval Special Warfare Command. Timothy E. Scullin, an experienced financial expert, has joined SIGARMS as its new CFO. Prior to joining SIGARMS, Scullin owned his own financial consulting firm where he specialized in the development and implementation of financial and operational strategies for startup and rapid growth situations. Both assumed their new positions December 1st.

    · BILL WOULD GIVE TAX BREAK FOR GUN SAFES . . .
Senate Majority Leader Tom Daschle (D-SD) is expected to introduce legislation that includes a provision giving a $150 tax credit to individuals who purchase a gun safe. It would also require licensed firearm dealers to inform customers of the tax incentive. The provisions are part of a bill that will provide various federal grants to local law enforcement agencies. Reports of the proposed bill were greeted with general enthusiasm from members of the firearms community. Local South Dakota police chief Bruce Plate, who is president of the South Dakota Shooting Sports Association, was quoted as saying “It’s great. We have no problem with it.” U.S. Rep. John Thune (R-SD), while lauding the measure’s intent, questioned its need, especially in his home state. “I think the intent is right – to try and get people to take more precautions,” Thune said. “But I’m not sure it’s all that necessary in South Dakota, as most South Dakota gun owners secure their firearms voluntarily.”

    · MAYOR DALEY ACCUSED OF JEOPARDIZING NEW ATA FACILITY . . .
The Illinois State Rifle Association (ISRA) is accusing Chicago Mayor Richard Daley, and Cook County State’s Attorney Dick Devine of “politically motivated meddling” and trying to “impede development of a world-class shooting facility in southern Illinois.” The ISRA says Daley and Devine’s opposition to revising the state’s firearm laws to allow non-residents to purchase ammunition while competing in the state threatens the Amateur Trapshooting Association’s (ATA) planned move from Vandalia, Ohio to a state-of-the-art headquarters near Sparta, Illinois. “Without such improvements . . ., the ATA facility might not be viable,” the ISRA says. According to the group, lobbyists for Daley and Devine recently testified before a Senate committee of their unequivocal opposition to any reform of Illinois’ Firearm Owners Identification Act. During debate on reforming the Act in the Illinois House of Representatives, Daley political allies reportedly claimed that changing the law would lead to more crime and violence. The House overwhelmingly voted 90-23, however, to implement the necessary improvements to the law. “The Daley administration’s testimony . . . is yet another expression of Daley’s promise that, if it were up to him, nobody would have guns,” the ISRA says.
