I would like to explore a path between the current Federal System and full secession: the setting up of Autonomous Republics by individual States, to create a more representative government without the "one size fits all" approach by a growing and more oppressive national government and it's courts.

A quick search of the web will bring up groups, both left and right, who wish to rule themselves. By dividing up the country into Autonomous Republics a person can choose to live in a Republic that more closely resembles the type of political philosophy and way of life. For example there would be some Republics that would choose Socialism and others Libertarian and every thing in between. My Confederacy Project will have a place and even the Black separatists can have the African-American homeland they are seeking.

To create this Second Articles of Confederation of the United States I have borrowed from the Articles of Confederation, The United States Constitution, and my Limits on Federal Power Amendment and created a three tier political system (National, Autonomous Republic, and State) as opposed to the present Federalism system (Federal and States).

The top tier, a National Assembly whose members are appointed and paid by the Autonomous Republics, are concerned only with national defense, foreign relations, and other common national interests such as the post office and coining money. They elect a President of the United States out of their membership to preside over the National Assembly and represent the United States on the world stage.

The second tier is the Autonomous Republic, which is required by the Second Articles of Confederation to adapt the US Constitution as their own (but can be modified and amended subject to any restrictions placed by the Second Articles of Confederation). These Autonomous Republics can be looked at as "mini" United States of Americas made up of willing States in the Federalism model. Fewer States will mean a smaller and more cooperative Autonomous Republic Congress passing better and fewer.

The third tier will be the individual States and they reserve the right to leave an Autonomous Republic and join another one. State government will be the same under the Second Articles of Confederation as under the Constitution so the people will not notice much change except that there will be no more National elections but Autonomous Republic elections for president and members of Congress.

The most important safeguard to freedom and forcing a "one size fits all" legal solution for everyone is that there is no United States Supreme Court but each Autonomous Republic has it's own Supreme Court to interpret any laws, including those passed by the National Assembly. The Autonomous Republic Supreme Court's decision is final and cannot be appealed to any National court and the ruling pertains only to its particular Autonomous Republic.

We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defense, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish these Articles of Confederation for the United States of America.
